Rear Admiral Roberta Hazard

Director, Human Resources Management, U.S. Navy

Retired Rear Admiral Roberta L. Hazard has proudly served her country in the United States Navy since 1960. Her graduate education at Boston College and her varied Navy duties have thoroughly prepared Roberta Hazard to lead the women and men of the U.S. Navy. She is the highest ranking woman in the U.S. military.

She has served on many levels, from writer at the Naval History Division of the Office of the Chief Naval Operations, to instructor and leadership officer at Naval Air Station, Jacksonville, Florida, to academic department head of Women's Officer Candidate School, Newport, Rhode Island. She was Protocol Officer in the Navy's Foreign Liaison Office, Washington. In 1969, she was project manager for computer assisted instruction at the U.S. Naval Academy.

For four years, Roberta Hazard was a special assistant on the personal staff of the Chief of Naval Operations and later an assistant to the Joint Chiefs of Staff. She later became special assistant to Commander in Chief, Allied Southern Europe in Naples, Italy, as a speech writer and political-military advisor.

Roberta Hazard graduated from the National War College in 1978, assigned to the Office of the Chief of Naval Operations, Military and Training Division, and was responsible for developing policy and career opportunities for women officers and enlisted personnel.

Roberta Hazard became Commanding Officer of the Naval Technical Center at Treasure Island in San Francisco in 1980. Her major command tour was as Commanding Officer of the Naval Training Station, San Diego. She was selected for flag rank in December 1984 and served as Commander of the Navy's largest training facility, the Naval Training Center, Great Lakes, Illinois, from 1985 to 1986. Rear Admiral Hazard became the Director for Manpower and Personnel, Organization of the Joint Chiefs of Staff in 1987. She was selected for promotion to Rear Admiral Upper Half in May, 1988. On August 31, 1988, she assumed her current duties as Director, Human Resources Management and Director, Personnel Excellence Program, Office of the Chief of Naval Operations.

Rear Admiral Hazard has been rewarded in many ways for her commitment to excellence. Her decorations include the Legion of Merit (with gold star in lieu of second award), the Meritorious Service Medal (with two gold stars in lieu of a subsequent award), the Navy Commendation Medal (with one gold star in lieu of a second award), the Navy Achievement Medal, and the National Defense Service Medal.
